UOP, a Honeywell Performance Materials and Technologies Company, is a global leader of process technology, products, engineered systems and technical services to the petroleum refining, petrochemical, gas processing and energy industries and is a leader in the R & D of petroleum and petrochemical processing.

An excellent opportunity is currently available for a Proposal Manager in UOP’s Gas Processing and Hydrogen business unit within Honeywell’s Performance Materials and Technologies strategic business group. The position will be located in Bucharest, Romania and will report to the Sales Support Manager in the Bucharest office. This position will include an extended training period in the USA for up to two years.

The Proposal Manager is primarily accountable for assessing technical needs and requirements for gas processing inquiries and supporting sales in the development of technical proposals for packaged equipment and licensed units. This includes reviewing or completing process simulations, unit configuration analysis, installation cost summaries, and overseeing the generation of technical proposal documents, including techno-economic evaluation based on customer specific feed, utility and product values. The Proposal Manager will conduct extensive coordination with sales support, sales, project engineering, cost estimating, and engineering disciplines to provide the best technical solution possible to customers. The Proposal Manager will also represent UOP in customer clarification discussions and in industry conferences and presentations.

Primary Direct Accountabilities:

• Provide sales support for project opportunities being pursued by UOP Sales representatives including assistance during the project development phase prior to the successful sale of a project.
• Review and evaluate customer requests, inquiries, and system requirements for gas processing systems. Facilitate and lead detailed reviews of customer ITB/RFQ packages.
• Lead preparation of the basic design of the system and its components, in line with customer requirements. Work with UOP technical experts to provide optimal offerings.
• Use technical proposal templates to prepare proposals that include analysis and response to customer requirements, description of the equipment and components in the proposed system, utility requirements, materials consumption rates, technical details & parameters, clarifications & exceptions, economic benefits of the UOP offering, scope of supply, etc.
• Prepare cost workbooks for proposal opportunities. Present and explain the cost workbook, outlining basis costs and contingencies to senior management in cost/price review meetings.
• Establish clear, defined, and accurate division of responsibility/supply tables in support of proposals and work with sub-vendors.
• Provide lead technical support at customer meetings and negotiations.
• Prepare thorough and clear documentation of key design basis points and Sales/Business/Technical decisions during proposal development.
• Effective and thorough handoff of awarded projects to the Engineering and Projects group
• Respond to questions and requests from customers and make associated changes in the proposal.
• Assist Sales with negotiations involving equipment orders.
• Coordinate with UOP Sales and Business groups to ensure that equipment opportunities are pursued at the earliest possible point.
• Work with Business and Sales leads in preparing clear and persuasive presentations in support of customer meetings and/or conferences.
• Participate in Sales, Marketing and industry-wide seminars and conferences to keep current on new product technology and the competitive environment. Primary Indirect Accountabilities:
• Lead proposal projects (for scopes that range from ex-works equipment offerings to full turnkey offerings) and teams that successfully achieve milestones and complete deliverables.
• Hold regular project review meetings, record actions, drive action closures, and implement effective solutions in a timely manner.
• Provide advice and recommendations to Business and Sales personnel to help develop proposal strategies and customer value propositions relating to equipment lines.
• Identify equipment product opportunities and provide input to Business and Sales.
• Recommendations to UOP GP&H Business/Marketing on equipment to help resolve problems or make improvements/changes to UOP portfolio.
• Participate in product improvement projects as assigned by Manager.

Qualifications

Required Candidate Qualifications:

• Bachelors of Science Degree in Chemical, Mechanical, or a closely related engineering discipline is required.
• Minimum of 8 years’ experience in a design, operations or project engineering role within the refining, petrochemical or gas processing industry is required, preferably with gas and liquid treatment equipment.
• Strong English communication skills both written and verbal.
• Ability to spend 1-2 years in the USA for initial training (with family, if applicable)
• Ability to travel up to 20% annually to both domestic and international sites.
• Microsoft office experience including: Outlook, Word, Excel and PowerPoint.
• Ability to manage and influence others with a demonstrated capability to collaborate with people and organizations while delivering results.
• Ability to write persuasive proposals that clearly articulate the technical offering, capabilities and scope of supply.

Preferred Candidate Qualifications:

• Experience in gas processing (dehydration, acid gas removal, NGL recovery & fractionation, etc.)
• Understanding of typical mid-stream operations and conventions.
• Cost estimating experience.
• Familiarity with Modular equipment design, procurement, fabrication and delivery, especially for gas processing.
• Familiarity with equipment fabrication and construction industry.
• Project Management experience
• Operations experience/exposure.
• Working knowledge of equipment sizing/rating for exchangers, separators, stabilizers, distillation and absorber towers & internals, pumps, slug-catchers, adsorbent vessels etc. Strong engineering design skills are desired.
• Understanding refrigeration systems, Hot oil systems, Compressors for natural gas service, Flare system design and Process controls & some I&E knowledge.
• Experience with Microsoft Project and Visio.
• Working knowledge of commercial process software such as HYSYS/Unisim or Aspen Plus for gas processing systems
• Proven self-starter who demonstrates leadership skills and instincts.
• Excellent planning, execution and project-management skills.
