Commissioning Engineer

The Consultant’s (contractual ENGINEER) scope and obligations in the project include monitoring, reporting, certifying and recommending methods to improve the Contractor’s works. The duties described below are in line with these scope and obligations during testing & commissioning and the performance guarantee tests. The particular duties can be subject to the details agreed upon with the Client (contractual EMPLOYER) and therefore can be reduced or expanded in conjunction with the relevant Contract.

The Commissioning Engineer is responsible for the Commissioning and testing activities until Take-Over of the plant or sections of it and is supported by the relevant Consultant Engineering Experts on site as well as corresponding Client Engineers.

• Review, comment and follow up the procedures proposed by the Contractor for performance testing of the plant.
• Review and comment on the Contractor's time schedule for testing & commissioning of the equipment and plant sections.
• Arrange, organize and lead the team(s) necessary for monitoring and inspecting of activities at site with regard to testing & commissioning in line with the agreed schedule depending on the availability of Contractor and Client related experts.
• Arrange and conduct coordination meetings (as needed) on site with the parties involved, with regard to commissioning/testing of the works.
• Participate in or conduct weekly meetings to discuss all issues with regard to plant commissioning. • Monitor and ensure that the instruments required during commissioning and testing are properly checked and calibrated.
• Coordinate and ensure that the site tests are witnessed, arrange that all data are compiled, evaluate the test results, check the reports received from the Contractor and submit them to the Client with recommendation for approval or rejection. In case proper witnessing of site tests cannot be ensured (e.g. lack of availability of Client related experts) to report and recommend to the Client who decides how to proceed.
• Advise to resolve problems arising during commissioning with the support of the Head Office.
• Analyse and evaluate the test results obtained during commissioning and performance guarantee tests, evaluate the performance of components, sub-systems and the entire project against contract requirements and the Contractor's test reports.
• Preparing of issuance of all Test and Contractual Certificate (TAKING-OVER CERTIFICATE). Certificates will be issued by AUSTROPLAN resident engineer, his replacement or in case of TAKING-OVER CERTIFICATE by the Client.
• Complete or establish a list of all defects, deficiencies, shortages, identified during commissioning and performance testing (punch lists).
• Prior to TAKING-OVER of the works support the preparation, in consultation with the Contractor a comprehensive program for correction and/or completion of such defects and deficiencies (identified during commissioning and performance testing), to report the results to the Client.
• Support other issues/activities which are not listed above and/or are normally not related to Commissioning, e.g.:
- Overall site correspondence,
- Carry out general supervisory activities not related to testing/commissioning
- Follow up of the Contractor’s work with regard to completing the Punch List Items not related to the commissioning.
- Preparation of weekly reports not related to testing/commissioning
- Checking the satisfactory preparation of O&M manuals including schematics and as-built drawings.

These duties are usually not included in the duties of the Commissioning Engineer and normally are to be carried out by other Consutlant’s Engineers (i.e. Electrical, Mechanical, Civil and the Consultants’ Resident Engineer).

Note: All comments, minutes of meeting, evaluations and reports shall be in written form and agreed with the Consultants resident engineer before submission to other parties than the Consultant.
