Description

Job purpose:

Honeywell UOP/HPS is seeking an experienced Procurement Leader in its Moscow office.

Key Success Factors:

- Minimize the total costs of purchased goods and services via proper contracting strategies, contractually protecting Honeywell's intellectual and indemnity interest, enforcing contract compliance and using competitive practices.
- Assist site and functional customers in compliance with sourcing strategy and procedures.
- Anticipate procurement project problems and take appropriate action to resolve these problems working with Team and other functions.
- Establish win-win UOP /Supplier relationships.
- Proficient with all procurement policies, processes, systems, methodologies.
- Achieve metrics as outlined through goal and objective process.

Principal Duties & Responsibilities:

- Regional Procurement Lead in Russia for UOP/HPS related activities and purchase engineered equipment, instrumentation, services, etc. that are required for oil and gas related projects.
- Be aware of other procurement related Honeywell activities in Russia such as HPS direct, UOP CAS direct, Advanced Materials direct and UOP PT&E services to provide support and evaluate leveraging opportunities.
- Manage the procurement strategies and purchase order placement for all required commodities
- New supplier identification and qualification to ensure demand is satisfied and a competitive marketplace exists across all commodities.
- Negotiation of contracts or master service agreements with key suppliers regarding areas such as indemnification, insurance, warranties, productivity savings, payment terms, and INCOTERMS
- Perform tactical activities as required to ensure service levels to internal and external customers are maintained. PO placement utilizing SAP will be required.
- Ensure alignment with UOP business objectives
- Ensure compliance with policies and procedures from Procurement and other functions (Legal, Finance, AP, HR). This includes Terms and Conditions, Non-Disclosure Agreements, Delegations of Authority, Sole Source Justifications, Code of Business Conduct, Supplier Management, RFx Process, and other audit related requirements.
- Deliver on performance metrics established by the Procurement Director and business. These include (but are not limited to) safety, supplier quality and delivery, productivity, cash flow (payment terms, monthly pay optimization), e-auctions, and automation.
- Ensure systems of record are updated weekly, perform data analysis to identify opportunities, and address deficiencies to meet or exceed targets. Update performance bi-weekly for upward communication.
- Gain knowledge of, and engage in, Honeywell Operating System (HOS) elements as defined to support the business (i.e., rapid problem solving, continuous improvement, and 5S).
- Evaluate the strengths and opportunities of the Procurement work processes and systems with recommendations on training, continuous improvement, or other actions to close any gaps.
- Work cross-functionally, identifying opportunities for continuous improvement in integrated work processes and implementing necessary changes.
- Actively participate in Strategic Planning (STRAP) and Annual Operating Planning (AOP) for business and function.

Qualifications

Basic Qualifications:

- A Bachelor's Degree in Business, Supply Chain or Technical area
- 5-10 years of strategic and tactical procurement experience
- ERP system experience, preferably SAP

Preferred Qualifications:
- Oil and Gas Industry experience
- Knowledge of local contracting requirements
- Project purchasing experience buying a variety of engineered equipment
- Ability to travel, up to 25%
- Effective written and oral communicator and motivator
- Fundamental knowledgeable of legal and commercial concepts
- Dedicated to meeting expectations and requirements of customers; establishes and maintains effective relationships with internal customers and suppliers to gain their trust and respect.
- Decision-maker using analysis, wisdom, experience, and judgment in making sound decisions.
- History of exceeding goals successfully; consistently a top performer; bottom-line oriented; steadfastly pushes self and others for results.
- Comprehensive technical knowledge of supply base, knowledge of acquisition planning, negotiations and agreement/contract administration.
- Ability to drive multiple projects to completion concurrently.
- Six Sigma Greenbelt or Blackbelt certified. If not certified, complete Greenbelt Training within 3 months of hire and complete project for Greenbelt Certification in 10 months.
- Purchasing certifications such as CPM or CPSM or equivalent
